Recovery of disused railways

For the first time was introduced in Parliament, the concept of the possible recovery of a disused railway line and this is also suggested for the future adoption of the law on rehabilitation of disused railways (Bill, Senate, n.1170, 15.11.2006, submitted by Senator Anna Donati) as coincident and consistent argument;

* it also introduces the concept of a national network of disused rail routes to be assigned to soft mobility, similar to other European countries, like the famous case of Spain, which means you can manage in a unified manner and with a program of public image the entire common fund available financial

Thanks to an amendment to the State Budget Law, presented to the Chamber Group of the 'Greens' (Bonelli MEP) has been allocated a fund of 2 million Euro for the recovery of some disused railway tracks and turning them into pedestrian-bicycle paths. The text of the amendment is as follows:

342. It is maintained by the Ministry of the Environment, Land and sea a fund of € 2 million for the year 2008 for the launch of a program of improvement and recovery of abandoned railways.
343. To implement the program referred to in paragraph 342, the Minister for the Environment and the sea, in consultation with the Minister for Heritage and cultural activities and with the Minister of Transport, identifies criteria and procedures for the creation of a network of disused rail routes to be used in cycle-tourist routes and initiate feasibility studies for use in the conversion cycle of disused railway routes in Table 4 attached hereto law.

Agenda. The Chamber said that: the bill in question provides financial incentives and resources to promote and support the development of local public transport, with a focus on modal shift of the daily commute in favor of local public transport and in particular to meet demand mobility resulting from the commuting public, always in the policies for sustainable mobility, the budget being approved, provides for the establishment of a fund to start a program of improvement and recovery of disused railway lines, to be used in cycle-tourist routes and their conversion to use cycle, identifying routes affected by this development, the possible transformation of a disused airbase in rail track pedestrian and cycle does not affect in any way, a subsequent potential recovery of the train service, but rather allows a more effective conservation of the track, defending it from degradation and situations of abandonment, abuse and illegal occupation, inevitably making it easier to recover the original destination;

commits the Government:

to carefully assess the specific situation of each one-way, providing for the immediate recovery of disused lines to achieve the cycle-tourist routes where there is no possibility of restoring rail service, and to make a 'cost-benefit analysis on the routes that may be returned for use by rail, taking into account any times; to evaluate the effects of application of the provisions mentioned in order to take further legislative initiatives to revise the list of sections railway, alter or supplement, based on the abovementioned considerations 9/3256/334.
